Joseph L. Gaines, P.E.
President and Senior Consultant, is a chemical engineer with 35 years’ experience in air regulatory consulting and design of air emission control systems. Mr. Gaines has prepared air permit applications, emission inventories and emission control technology analyses for automotive and other manufacturers, chemical process plants, pulp/paper/packaging plants, waste-to-energy plants, and cogeneration plants in 15 states. He has performed as an expert witness in siting hearings, and as expert advisor to legal counsel regarding air emission-related liability disputes.

Kevin S. Woods, P.E.
Vice President and Senior Consultant, has degrees in Chemical and Environmental Engineering, and 18 years’ experience consulting for industry. Mr. Woods has prepared air permit applications, air dispersion modeling demonstrations, Process Safety Management (PSM) plans, Risk Management Plans (RMP) and SWPPP/SPCC plans for industrial facilities including specialty chemicals, furniture, textiles, printing, automotive parts, and ceramics manufacturing.

Caroline Medley Adams
Environmental Consultant, has degrees in Chemical and Environmental Engineering, and 9 years’ experience in industry and air regulatory consulting. Ms. Adams’ experience includes air permitting, regulatory compliance reporting, stormwater pollution prevention/spill control plans, and EPCRA/SARA reporting services for industrial facilities including furniture, textiles, printing, automotive parts, food processing, and specialty chemical manufacturing.
